No Longer Human
Dazai is an "anti-gifted" – his ability, No Longer Human, nullifies all superhuman abilities upon physical contact. This applies to everything that could reasonably be called an ability and is constantly active, which means even beneficial abilities such as healing cannot be used on him, unless he is clinically dead–in which case there is a brief 0.5 second window during which he can be resuscitated and healed between his heart being restarted and the blood reaching his brain.

However, No Longer Human cannot nullify anything that is part of someone's natural state. So for instance, if a character's species has superhuman strength or prehensile tentacles, Dazai could not nullify either of those or turn that character human.

Dexterity
He's referred to by Kunikida as "frighteningly dextrous", able to do such fine tasks as pick the lock on a bank safe with a needle. It also makes him very good at pickpocketing or other sleight of hand tasks, such as slipping a bug into someone's pocket without being noticed.

Intelligence

Dazai has genius-level intellect which landed him the position of the youngest executive in the history of the Port Mafia, and later one of the best detectives at the Armed Detective Agency, second only to Rampo Edogawa, the greatest detective in the world. He has a penchant for being able to read people and predict outcomes, and he is exceptionally skilled at negotiating and manipulating people to achieve his desired ends. Moreover, he's extremely adaptable and can strategize on the fly if something unexpected happens or a plan fails.

Heart rate manipulation

Dazai can vary his own heart rate to a precise enough degree that he once uses it to send coded messages to others through a device that was monitoring his vital signs.

Osamu Dazai is a mystery wrapped in an enigma wrapped in a suicide joke or ten. He wears so many masks it is nigh impossible for anyone to see his real face, to the point where there was a running pool at the Armed Detective Agency into the hundreds of thousands of yen for whoever could guess Dazai's former occupation before joining the agency. At first glance, he seems lazy, erratic, unreliable, an incorrigible womanizer – someone who simply does not take his job or anything else especially seriously. This is the way he likes it; it's easier to manipulate people if they underestimate you, or better yet, don't really think about you at all.

For Dazai, the ordeal of being known isn't just mortifying, it's dangerous–has been ever since he first got entangled with the Port Mafia after getting strong-armed into becoming an accomplice in the assassination of the previous boss. Information is one of the chief weapons that can be used to harm a person, after all, something Dazai knows only too well from the circumstances that led to the death of his dear friend, fellow mafioso Sakunosuke Oda. And yet, Dazai is deeply, agonizingly lonely, adrift in a sea of ennui and boredom, desperately seeking meaning and purpose in a world that feels meaningless and empty, good and evil blending together in a formless haze. He tries to fill this void with violence and death, telling Oda that he joined the Mafia because he thought if he were to be close to all that carnage, watching people giving into their base desires and instincts, he might find a reason to live. And yet, it's not enough, could never be enough. Oda tells him as much, with his dying breath; he can never find an easy answer to fill the emptiness in his heart. But he can make choices that will make his world a little more beautiful–he can be on the side that saves people, that defends the weak and protects orphans. For the sake of that beloved person, for the love of his memory, Dazai will put on an entirely new mask, walk the path of the light and wield that cause like his own personal armor.

What do you do when what you're good at isn't what you want? he asks Kyouka, at one point, a girl who was forced into the darkness and came to believe she could never seek the light. It was the question he had to ask himself, and the answer he came to was simple – get creative. Re-apply old skills to new contexts; aim your nastiest talents at appropriate targets. Osamu Dazai of the Armed Detective Agency is not so different from the youngest executive of the Port Mafia, in many ways. He's still cutthroat, still a master of manipulation and extortion, still more practiced with cruelty than kindness, but he's trying. As he admits, being on the side that saves people does feel better – even if he'd still rather die, more often than not. Maybe someday, he'll find that reason to live after all, maybe he won't, but in the meantime … he'll keep trying to make his world a little more beautiful. One day at a time.
